Not sure about ports etc but the addresses normally get allocated
dynamically so you get an address when you connect and keep that till
you disconnect.
Next connection you get another available address, it may be the same
but doubtful.

The wonders of the internet. who knows why it hangs.

Phone lines can carry a lot of background noise and this can effect
the connection; when I was on modem connection if the line froze I
just hung up and redialled.
