NETBIOS_DGM & NETBIOS_NS probe by my ISP

For a while now, after leaving my pc online overnight to d/l stuff, when it
comes to the morning I see that my d/l have stopped and my internet dead.
I check my cablemodem and all lights are on, so its fine, but my connection
is dead, so I run ipconfig to check my IP, it looks ok, but no internet, so
I try ipconfig /release it does its job and then I try ipconfig /renew but
it wont do it - I get some error about renewing.
I checked my blocked connections in the last 10 minutes and I see my 1st hop
from my ISP - saying block NetBios Traffic the remote port is NETBIOS_DGM &
NETBIOS_NS.
So to remedy this I have to shutdown Outpost and then try ipconfig /renew
again and it works ok, my internet is back and I can now start up Outpost
again with no problems.
As someone who knows nothing about firewalls and netbios, should I be
allowing my ISP to the above?
