That's the UPnP thing (Universal Plug and Play), which is used to find
and configure devices via TCP/IP. (It's NOT the "regular" "plug and
play" which detects your sound card and stuff.)

I just disabled the UPnP service, and it seems to fix the problem for
me (since then, I don't see those UDP 1900 packets any longer).

I'm sure this is just a service that can be disabled without using any
utility, but I did it by using the UPnP utility that can be downloaded
for free from https://grc.com.
