At a glance I would guess that the DNS rules in NPF were either not present
or working incorrectly (there's been a spate of that lately).

The short answer is that NPF is the firewall component of NIS. If you want
the detailed comparison of features, you can find them at
http://service1.symantec.com/SUPPORT/nip.nsf/pfdocs/2002012813563536 . (For
some stupid reason, that page tries to automatically print out, so just
cancel the print dialog when it opens up.)
Of course, you've actually got a LOT of the features ostensibly missing in
NPF because they are provided by NAV (also a component of NIS).
ccApp.exe is a shared component used by most (if not all) of the Norton
products. Very similar to the Microsoft 'shared' or 'common' components
that one finds with MS Office.

It should have said something like "Open the Norton Integrator Console".
Basically the same interface is used by NU, NSW, NPF, NAV, and NIS. (It's
sort of a command console, only the components displayed vary depending on
exactly which Norton utilities you have installed.)

If that's exactly what it says, it's pretty horrible guidance. Effectively,
that guarantees that ccApp.exe has PERMIT ALL TCP and UDP (inbound and
outbound) on all ports for all local and remote IP addresses.
