telnetting gproblem

I have problem telneting to my Linux account from my home PC (XP prof
installed).

It wouldn't have anything to do with firewall, would it?

I tried with and without putty. With putty, it said time out.
Withoyt putty, it would say "Conneting to .." ..and then woul just
close down instead of asking for login info. Can it just be that the
Linux system is
down?
