Is there a particular reason that you can't issue a Static IP address to the
user, thru the domain? There are other administrative resources that come
into play, if you wish to use leases, administrative right,etc. to restrict
who is allowed to change Ip address or join a domain.

On another point, do you know why they change their IP address? Sometimes,
in an effort to improve response time, or terminate a hung connation, users
will use IPconfig to reset a connection or request a static connection.
