Sounds like it is time to look out for another ISP. Why the hell would
any ISP block port 80?

Incoming packets will be targeted towards the external IP of your
Netopia, port 8081, not towards x.x.x.43. So you should have a rule
allowing incoming 8081 traffic to this external IP and forward that to
x.x.x.43, port 80.

No - as said above. Allow 8081 for external IP of the router and then
forward to local x.x.x.43, port 80.
