An idea: disable UPnP features of both WinXP and the router, and see if that
changes anything.

Why are you using network proxy? Are you on a proxy? If not, you don't need
it. Proxy usually puts http over 8080 or other ports than the normal port
80, so this could be why.
So, in summary: are you on a proxy or not? If you are, use it. If not,
don't. This is proxy from your ISP, that is. There should be no proxy if
this is a home computer with a normal ISP (i.e. it's NOT a business
account, it's a consumer account).
If your client uses port 80, then don't use proxy: to use port 80 is to
admit that you don't want proxy (unless, of course, you're using
transparent proxy over port 80, but we wouldn't be talking about this issue
if you were).
