Sygate firewall can be setup to meet your requirements. It would take
two advanced rules.
Rule 1: Allow/ IPs/ port number(s)/ protocol TCP, UDP, ICMP,or All
Rule 2: Block/ IPS/ port number(s)/ protocol TCP, UDP, ICMP,or All
It might be labor intensive entering the IPs. They can be entered
single or in blocks of continuous numbers.
