Ouch, that is the worst possible scenario. We used to think about that
when planning everything, so that there were always someone who could
step in in case someone was permanently unavailable.

There are documents on Cisco's website that'll tell you how to recover
your switch or router in events like this. It's "after-hour" work, as
the device will become unavailable during the operation.
