Exactly! At least then you can start troubleshooting DHCP problems or
allocate a fixed ip address. APIPA is the first thing turned off in a
corporate environment. An error message saying "dhcp server unavailable" is
better than no message and being allocated a 169.254.0.0 /16 address.
