Visnetic - Never used it, but I would have to say you should consider Look n
Stop instead due it its features over Visnetic. The free version of Look n
stop doesn't have basic application filtering, but the the Pro version does.

Outpost - Free version is merely application based, so you would need the
pro(paid) version for advanced controls. It does filter more than network
traffic like ads if you want features like those.

Kerio 2x - Free for personal use, and offers rule based application filtering.
For free its a good packet filter with application filtering in the rules, and
is low on resource usage.

So Kerio does the job, and its free. Look n Stop Pro works more like a
hardware firewall with basic application controls to allow, or deny programs
separate from the rules. Outpost is a security suite with additional
filtering options.
