It's not a service when you're viewing things in the Task Manager, in most
cases. They're exe(s) that are running. So, the exe(s) are not running
according to the Task Manger. You'll notice when you upgrade BI, it says
that it's shutting down the BI services for the install to proceed on a NT
based O/S. So, it must be that the services are still running.
1) Goto Control Panel and *switch to Classic View*.
2) Goto Administrative Tools and select the Services Shortcut.
Looking at the services running, you should see BlackIce and RapApp
services running. Right-click them and *Stop* them taking them out of
service.
Then you can try the install. There is an uninstall utility that is
indicated by the Knowledge Base. The utillity will not do you any good
right now, but think about using it in the future.
You should not have to reinstall the O/S for any third party application
that has been installed on a machine.
