Try Sygate.
You can create rules using combinations of the following:
allow/block, IP addresses (including blocks), MAC addresses,
protocols, ports (local/remote), in/out, scheduling, and
applications.
Under application rules, for each application, you can:
allow-ask-block, assign allowed port number to each
(blocking all others), permit act as a client and or server.
