Worrying firewall message about components being changed

Concernng Internet Explorer, Outpost has just announced that msi.dll
(Windows Installer) and plugin.ocx (ActiveX Plugin OCX) have been
changed or are new. I certainly didn't instigate these changes...

Does anyone know what is going on?

These files and other files in my Windows System32 folder have
creation dates more recent than their modification dates. Should I be
worried about this?
