Basic Security Question

All:

When a client makes a request (let's say it is a UDP request) to a host
server on the Internet using UDP port A of a router, is the port opened up
for only return messages from the host IP address or is it possible for
other servers to send messages to port A at that time which have a
different IP addresses?

I ask because I may want to have a server hand off client requests to a
different server machine that would respond to port A of the client, but
would have a different IP address than that originally solicited.
