All I can say is make sure you have the firewall logging as much as possible
when diagnosing problems. I will usually diagnose these types of things
first by looking at firewall and event logs and if that doesn't provide
enough info I will put a packet sniffer on. Can you do anything else on the
network other than just authenticate to the VPN server? Try some other
services on the network or computer you are trying to connect to. Try to
narrow down the problem to whether it is your firewall blocking some of the
VPN traffic, authentication/authorization traffic for the network, or VNC
specific traffic.
