pop-ups - how to get rid of them?

I'm using NIS (Norton Internet Security) 2003, and it has a few bugs, but
the worst part of it is that after enabling every block recommended by M$
and the Norton site, and disabling Windows Messenger (on Win2000), I'm still
occasionally getting pop-ups.

They have the nerve to invite me to access a web site 'to remove annoying
pop-ups forever'!!!

I wasn't born yesterday - that is blackmail!!!

I wonder if anyone has any idea of how they are getting around the firewall,
and what I can do to prevent it?
