Someone is "pinging" your IP address. A ping in and of itself is not
intrusive or invasive, but might be a precursor to something more sinister.
It can also be used for a "ping flood", which is a type of denial-of-service
attack. If you don't use ICMP yourself, blocking it is fine. It is, of
course, THE most useful diagnostic tool available, and probably the first
thing your ISP would try in an attempt to resolve a problem Blocking makes
it effectively unavailable as a tool.
