IPCop vs Shorewall vs ??

Anyone have a recomendation one over the other?

I have about 75 PCs on three subnets just using e-mail and a very
little web.
I also have two servers that will need VPN to outside service
providers.

Current Cisco is between intranet and internet and cannot be
updated to handle VPN ;(.
