Netscreen DailupVPN to LAN

Hi,

Can someone help me on the following question
I have implemented the DailupVPN to LAN using manual key method,
However my boss think that it is unsercure during the key transfer.
Which Method I should use in order to allow remote VPN client connect
to our LAN without transfer anything.

Also is it not practical to use certificate method for each individual
remote user? (In Netscreen Document - it only show Certificate method
in Group IKE section)

my company is using netscreen25 firewall as the VPN gateway.
