I had the same on a Pro VX:
Try to switch off the VPN Hardware Accel. in diag.html:
(Dis)Enable Inbound VPN Hardware Acceleration (if available)
(Dis)Enable Outbound VPN Hardware Acceleration (if available)
If it works, maybe you have a hardware error
