It allows you to see information about who owns the netblock, or more
acurately, information about the different ASs.
Reading up on how BGP and Internet routing works might help.

I'm not sure I see the same as you. What I see is information about
the ISP Verio's (http://www.verio.net/) peering ASs, I guess.

I think you're beeing way too paranoid. If we're talking about the same
listing of ASs, you're making a list of 160 entries, of which the only
ones I immediately noticed to seem connected with US government is NASA
and some defense research networks, and that in fact seems somewhat
dominated by european ISPs, into 'all government agencies', and even
Virginia (where did that come from?).
Even I consider myself paranoid, but this is really a harmless listing.
If you're beeing scanned from IP addresses that belong to Verio,
abuse@verio.net is the only address you need :)
