I'm not sure I understand your question, but if you're asking if there is
a Firewall that runs on Windows and provides the ability to filter traffic
based upon MAC addresses. The answer is yes.

Such functionality is offered with the Elron Firewall for NT/2000. It's a
'bridge-based' firewall as opposed to a 'router-based' firewall. In
addition it provides NAT, Command Level Filtering for FTP, SMTP, HTTP, etc
and IPSec VPN.
