This is the work-around provided by Symantec Tech Support reps:
1) Bring up the firewall window.
2) Click the Options button at the top border.
3) In the drop-down menu click on Personal Firewall.
4) Click the Firewall tab.
5) In the HTTP Port list, select port 80.
6) Click the Remove button.
This removes protection for the browser's version no. (it can then
be seen by malicious websites which want to exploit vulnerabilities
in specific browser versions) but that is a very small increase in risk.
IOW, Norton Personal Firewall cannot allow SMTP on port 80
without a small decrease in protection, but it can be done -
non-intuitively.
