VPN for 11 users

I want to share files between an existing office of 11 users to a new
office of 5 users via VPN. Some firewalls (like the Watchguard I'm most
familiar with) handle 10, 25, or 50 users, but here I have 11. I see
Symantec's appliance handles 40 and is cheap, but is it any good? Even
Symantec's rep tells me that 25 is a more realistic number.
I'm also searching for any commercial software that can keep two servers
syncronized so people have their files when the net connection goes
down. The only example I've seen was custom software.
