Not true. Most virus propagation is done with random or sequential IP targets.
Your dynamic IP is just as likely to be selected as my fixed IP.
Whether you really need a firewall depends on your O.S., what you have running,
and how you have it configured. It is possible to secure a home computer without
a firewall, but it requires a thorough understanding of your system and how to
use it. It's easier to add a firewall, and it gives you an extra layer of
protection. There are any number of free, unobtrusive firewalls available, so it
is silly not to have one, whether you need it, or not.
