It's not "bad" that certain ports, like 113, are not stealthed. In fact,
when i tried Outpost I remember adjusting an ICMP setting to "unstealth"
113.
My router, for example, by default does not stealth that port. It's not a
security issue because no services run on 113, to the best of my knowledge.
