Sure. Secure the connections and disallow any internet site on the
firewall except for sites which have been explicitely requested.

I would assume your government also tells you you can't run anybody down
with your rightfully owned car.

Austria. I would be happy to welcome you here for a further discussion.

You are halfway correct. The employer may protect himself by tracking
logfiles about the content being watched (thus detecting misuse).
However, for tracking down the specific IP-adress or username and
enforcing local laws (which was the point of kiddie porn brought up by
you in your previous post) he has to bring in approporiate authorities
instead of acting like some self- or company appointed deputy sheriff.
Our law protects the privacy, freedom and personal information of an
individual. And it values these personal human rights higher than the
right of a company entity.
You may be doing a good job for your company, but you are _not_ publicly
authorised executive force like the police, official task forces or
similar. Only those should have the power to invade a persons privacy.
Oh, and btw. Vienna, the capital of Austria ranked 2nd in a worldwide
study of cities (several hundred) with the best living quality. The best
place was Zurich, Vienna shared it's 2nd rank with Vancouver.
Not really a bad place to live and if you don't want to live here; so be
it.
