The OP sort of sounds like IE6 may have only recently been loaded on the
machine. If there were already rules in place for MSIE, then presumably
they would have been for an earlier version (MSIE 5.0x or 5.5x?).

Still, you've got a point in your recommendation. If he simply goes into
the Internet Access Control pane and deletes all the rules he has for
MSIE, then next time he runs MSIE 6, he _should_ be prompted to create a
rule (or let NIS auto-configure rules for him) -- especially if he's got
Security Level set to HIGH.
