Disable Internet Access per user with Windows 2000?

Hi. Is there a way to disable internet access per user or user group
with windows 2000 server? I have a client that wants to remove
internet access for certain users. Is there a way to do it using a
login script command? What are my options? I need to keep TCP/IP
running because of other custom applications that they are currently
using.
