SEF and POP3

My firewall (SEF 6.5.2) for some reason is now blocking POP3:110 ?
I do not know what was changed to cause this and I even have a rule that allows pop-3 but still nothing gets through.
SMTP works great but no POP3????
Anyone have some ideas?
