Just be patient and tell symantec. No, un-checking them doesn't disable
them, it is for testing purposes. Just tell it to disable security side,
leaving other sides (ad-block and privacy) enabled. If that don't work,
uninstall.
But win98 (non-SE) is a piece of krap operating system. It could be your
operating system. Over time, operating system files become corrupt,
necessitating either replacement (system file checker) or a clean
installation. If you can, I'd try running SFC.EXE and fixing your files, or
uninstalling/reinstalling the firewall.
I use norton utilities (i.e. system works) to keep my operating system
clean, and it does a great job. You'd be amazed how much problems internet
browsing activeX controls can cause by manipulating your registry, for
example. I've had problems installing things before that cleaning up the
registry fixed. I use win98se (the "other white meat").
