Don't know if this applies to your situation or not. But an increasing
number of ISPs are silently (and very quietly) wiping out obvious spam
before it ever takes up residence on their mail server.

If this is true in your situation, then it would, indeed, be quite likely
that you see no (or very little) activity from NIS 2003.
