Sygate Personal Firewall and IE Not Responding

I'm new to firewall although I understand them conceptually. I guess
what I'm having trouble with is configuring my firewall.

I have a web site that I need to log into. I've set the firewall to
allow all traffic to and from that site but when I try to log in
nothing happens. If I wait a minute and then click somewhere in the
browser (IE) I get a message that it is "Not Responding" and I have to
end the process.

Can someone point me in the direction of how to fix this problem?

I've tried to tell the firewall to allow everything and I still have
the same problem.

Also, I've noticed one other strange thing. When I click on submit to
sent my login information the status bar in IE says that it is
starting to download from the page I've got set as my home page.
Weird...
