      I have found that svchost.exe only tries to access the network
when my computer first boots. I think that it is acting on behalf of
the XP service that is trying to get my IP address from a DHCP server.
  Since I have a home local network, and my router is the DHCP server
for it, I have told Zone Alarm to allow svchost.exe to access the
local network but not the internet. With that restriction everything
works fine (so far).
