I have a Netgear RT314 which I believe to be the same as your Zyxel RT314. I am DSL connected and get 27 - 30ms RTT.

Try running the ping directly from the router. You can access the maintenance functions of the router via telnet. The System Maintenance - Diagnostic menu 24.4 has the ping option. That will get your local host out of the loop. You should be able to ping the router and modem and any other network reachable address on your local network or cable attached network from the diagnostic ping function. The router and modem ping should be 1 ms or less. That should allow you to isolate where your problem lies.

My guess is that you have a local host problem. What do you get when you run ping from your local host to 127.0.0.1? It should be 1ms or less.
