You do NOT need to install SP1 or SP2 before SP3. To quote Microsoft:

"Service packs are cumulative; each new service pack contains all of the
fixes that are included in previous service packs, as well as any new fixes.
You do not need to install a previous service pack before you install the
latest one. For example, you do not need to install Windows 2000 Service
Pack 1 (SP1) before you install Windows 2000 Service Pack 2 (SP2)."
