Your suggesstion sounds logical. I tested it while in the program
Agent for Windows - just after reading your message. First I loaded
ZAP, removed permission for Agent, exited agent, reentered Agent and
tried to download new headers.

 Agent provided a message that it "couldn't connect to the server and
timed out...". In the ZAP log it is recorded that the transaction was
blocked. Some of the data logged: Rating: Medium; Type: Firewall;
Protocol: TCP(flags:S); Source IP: <same as address for the ICS
adapter> (Note: My PC is set up as the gateway for ICS. There is one
other PC in the network- currently that PC is shut down.);
Destination IP: <presumedly the News Server); Direction: Outgoing;
Action Taken: Blocked.

This tells me that outgoing communication to the news server is being
blocked by ZAP.

I haven't tried the other program yet. Previously it looked like the
behavior was similar, i.e. my request to connect to that server was
being denied.

Hope this rings some bells. I appreciate your help..
I am shutting down ZAP to be able to send this message..
