I had two issues with my setup. 1) Somehow the 200R Dynamic Key was
switched from aggressive mode to main mode. For Client 7.X to 200R it
must be set to Aggressive Mode. 2) When creating the tunnel the 4th
number of the IP address must be zero. (e.g. 192.168.1.0) I was
entering the internal address of my gateway which would never allow a
connection.
