If your ISP blocks those ports inbound, it's for a reason - I bet your
TOS states that you can not run servers.

I've seen many cases where ISP's block those ports, and then scan the
ranges for open web/pop/ftp servers on their networks and then just
disconnect the user.

If it violates the TOS, find a hosting provider that allows it, and
don't abuse your TOS - they will find you and shut you down.

I don't bother with a blacklist, my server rejects connections where the PTR doesn't exist or contains an IP address or any of the word fragments dsl, dyn, pool, static etc. ... I use one of what I believe are only two ISPs in the UK which permit commercial use of non-'business' accounts, neither forbids servers but both warn they will take action over open mail relaying. ...
