The only way to block popups altogether is to disable scripting. You can,
however, stop scripts within the popup only from running, and you can stop
the popup from loading ads from blocked ad addresses. These are controlled
by the "Active content" and "Ad blocking" settings.
I am basing this on my experience with AtGuard, upon which the original
Norton Personal Firewall was based. I don't know how badly Symantec has
screwed it up by now or where they have hidden the named settings, so you
are on your own there.
