Yes...
ZoneAlarm loads part of its files as a service during windows initial
boot-up (before the login screen). Without these file in place it's
conceivable that a program could connect unhindered, since ZA can only
block new internet connections.
The fix...
Turn ZA's "load on start up" back on and then reboot. Once you get past
the advertising screen for the last time, you'll find the ZA's GUI is
started from here:
Win98: C:\Windows\All Users\Start Menu\Programs\Startup
WinXP: C:\Documents and Settings\All Users\Start Menu\Programs\Startup
Adding "-nosplash" to the ZA shortcut found there will fix your problem.
