That is probably a good thing. Often sites trick you into executing some
sort of a script or active -X page to download a picture. While this could
be benign, it is definitely not necessary and makes you wonder what else
the executable program is doing beside supplying the picture. You should
NEVER allow something to execute on your machine if you don't fully trust
the source. Most firewalls block "active content" from untrusted sources
by default. One typical "benign" use of this is to use javascript to open a
new pop-up window to display the requested picture or movie clip (CNN
does this in sidebars a lot)
