Is it possible to access an FTP behind a Linksys befsr41 in passive mode?

Most FTP clients work great in PORT mode, but most of my users use IE,
and I was hoping to get the most out of IE's FTP capability, such as
viewing text files without having to copy them first.
I have tried forwarding TCP ports to the server machine, all the way
from 0-65535, and even tried port triggering to open the same ports
upon a port 20 outbound from my server application.

tcp port 21 on the server, then the server sends back the actual port
number to open the data connection, if this is correct then why doesnt
it work when I forward all tcp ports to my servers IP?
It seems like IE is a poor FTP client, but everyone has it, and not as
many people are familiar enough with the dos based client to use that.
also some of my users will be connecting from thier school, and are
not allowed to install software.
If anybody knows a solution to this please let me know.
