In addition, if you're behind an ADSL router (with NAT) then
Outpost/ipconfig/etc cannot report on your external ISP assigned IP.
The software will only be able to get your LAN assigned IP address.
However, if you have the right utils with the router then the utils
will report what the router has been given by the ISP. In my case,
I'm on fixed IP so I already have that info.

Most ADSL routers have NAT allowing you to connect several machines
to the Internet using only one IP address...ICS can then be ditched!
This way you're not reliant on a single machine for Internet
connection and so the connection is 24/7 (my router also does DHCP
and I run a mixed fixed/dynamic IP scheme on the LAN).

If you're using an ADSL "modem" then that machine "dialling" in will
see the ISP assigned IP address and this will be visible in
Outpost/ipconfig/etc. Using ICS or other proxy will allow the other
machines on your LAN to connect to the Internet through the machine
that dialled-in.
