Strange rebooting problem with Netgear FVS318.

I just bought a Netgear FVS318. I have been running my attbi cable
network connection through an RT311 for close to a couple of years now
without a single problem. I like the idea of having a stronger
firewall and VPN capability so I picked up the 318.
When I plug in the cable modem and my 3 PC's and begin to configure
the router it begins to reboot about every 10 seconds or less. I have
already sent one back to the vendor and gotten another one from a
different vendor believing it to be a hardware issue. I have also
spoken with Netgear and the support tech had never heard of this
problem.
I could see this being a problem with one, but for two to have the
same hardware issue seems unlikely. I was wondering if anyone else
has seen this before?
