*USERS* shouldnt be installing things like SQL server in the first place.
If they are, and its on a networked machine, then the security policy of
whatever company they are working for is worth precisely squat.
I agree with Brian - there sure are *a lot* of dumb users out there, else
half of the m$ exploits seen so far wouldnt have seen the light of day.
