Sygate Personal Firewall Pro 5.0, Slow outbound bandwidth

Has anyone else experienced excruciatingly slow outbound bandwidth
with Sygate Personal Firewall Pro 5.0? I'm running XP Pro, Intel
Pro/100+ PCI adapter over a cablemodem connection. On the LAN to my
laptop on the same 100bT segment I can't get much over 3k/sec with the
firewall loaded. HOWEVER, if I initiate a transfer or some other
program to cause data to flow out on the system with Sygate on it I
get a FASTER transfer.
It's almost as if my packets are getting dropped most of the time but
my outbound data causes it to short-circuit a test and they pass thru.
I see on the systray icon a RED up arrow which indicates BLOCKED
traffic yet in the logs I see no blocked traffic entries. The
bandwidth graphs for outbound traffic show a red (blocked) line that
seems to mirror (At a lower rate) the green (allowed traffic).
Just wondering if any others have run into this. I can't even stream
a simple APE or MP3 file from my laptop with this loaded, ridiculous.
