Personally I'd prefer to run a server as the only means of access(as in a
pipe/proxy) to the internet, and applications that filter/restrict sites/content
etc as well as a router and firewall.
Never trust a single layer of security, whether it's hardware or software.
Granted, you're in the position of supporting a small organisation, so the
tradeoff always seems to be security they need vs security they are prepared to
pay for.
